Land adjoining 4 Brookfield, Providence Hill, Bursldon
An outline application is to be submitted to Eastleigh Borough Council on behalf of Triangle Property Developments Ltd for the development of 19 dwellings on the site including creating a new vehicular access off Providence Hill.
Two pre-application meetings have been held with Eastleigh Borough Council to discuss the proposed development. The layout has been reworked in response to the advice provided.
A number of reports have been undertaken to advise on the proposed development and these include
- Tree Survey and Report (ACD Environment)
- Air Quality Impact Assessment (Apple Environment)
- Sound Level Assessment (Apple Environment)
- Windmill View Analysis (Terra Firma)
- Extended Phase 1 Habitat Survey Report (Aven Ecology)
- Reptile and Great Crested Newt Survey (Aven Ecology)
- Bat Survey (Aven Ecology)
- Archaeological Survey (Foundations Heritage)
- Highways Analysis (Paul Basham Associates)
- Ground conditions testing is currently ongoing (Opus International)
- Site Plan (Axis Architecture)
The proposed development will comprise 2, 3, 4 & 5 bedroom dwellings. These will be a mix of maisonettes, terraces, semi detached and detached houses. There will be 13 private dwellings and 6 affordable dwellings which will be pepper potted throughout the site. A further financial contribution will be provided toward affordable housing to cover the 0.6 remaining unit
As well as the siting of the dwellings, the layout also identifies parking areas, locations of detached garages, an attenuation pond and a reptile receptor site and corridor. The proposal will also include a new vehicular access off Providence Hill.
The proposed access has been discussed with Highways Officers at Eastleigh Borough Council who have advised that the ideal location for the access is towards the centre of the southern boundary which is where it has been proposed.
The site borders the Bursledon Windmill Conservation area. The Grade II* listed windmill can be seen from Providence Hill and across the site, therefore it is important to retain these views. The layout includes a framed view and context splay within which no buildings will be located. This will preserve the views from Providence Hill towards the Bursledon Windmill. Terra Firma prepared the Windmill View Analysis.
The ecological surveys indicated that there were reptiles on site and in the vicinity of the site. In response to this it is proposed to provide a reptile receptor area at the northern area of the site and a 4m enhanced corridor to act as a connectivity link.
No Great Crested Newts, badgers or dormice were found on site at the time of the surveys.
Bat Surveys have been undertaken to identify the presence/absence of bats on the site. These surveys will be complete soon.
Copies of the reports will be supplied with the application.
