BJC recently challenged the refusal of a scheme for 14 flats in Elmbridge.  Whilst the Inspector dismissed the scale of the building as too large, she also rejected the Council’s evidence that there was a need for the developer to pay an educational contribution for the 1 one bedroom flats included in the scheme.  This could reduce the overall contribution figure by about £35,000.
