The comprises a late Victorian period detached property on the west side of St Helens Parade opposite Canoe Lake in a prominent location on the seafront in a conservation area in Southsea, Portsmouth.A lengthy history of refused planning permissions, and conservation area consents for demolition of the building highlighted the need for attention to detail and the requirement for a high standard of design in this project. Another crucial aspect of the proposal was to satisfy the Environment Agency with regard to the potential flood risk.Despite negotiating an appropriate scheme with Council officers and the Environment Agency the application was refused by the Planning Committee.Through the subsequent appeal BJC were able to demonstrate to the Inspector that the building was uneconomic to retain the building and a replacement was necessary. We were also successful in advocating a new replacement building which not only preserved but enhanced the conservation area.
